Messrs. Clarke and Last ✦ employed on a probationary period

of three months ending 31st March for collecting duties on distilleries in these New Territories with so far meagre result. Not having per- sonally inepooted the New Territories I can only quote the District Officer's views on the subject, as expressed to the Superintendent on

the 6th February endlosing at the same time a report from Mr.Last.

Mr. Rose states:-

The Liquor Ordinance has now been in operation for a month in the North District and it is possible to arrive at some idea of

what the revenue will be. The Eastern side in which Sergeant Clarke is acting as Excise Officer will probably yield some $700

a month. No particular difficulties have been experienced and the only recommendation I have to make is with regard to the prohibition of the import of Chinese wine which I will explain

later.

With regard to the Western District attach a report from Mr. Last. The Sun King Loong, the largest distillery in the

New Territory, is in this district but as a matter of convenience

pays all dues in Hongkong. I think that something like $800 was

paid last month. Apart from this dietillery the other distiller-

ies in the district will not in all probability yield more than

about $200 a month. It therefore seems more than doubtful

whether it will pay the Government to keep an Excise Officer on

this side.

The whole New Territory is too big for one man. Sergeant Clarke has only time to visit the distilleries in his

own district so it may be necessary to adopt some other method

for the collection of fees in the Western District. I think

myself that the cheapest and best way will be to grant an

allowance to the Bailiff at Au Tau and do away with the office

of Excise for the District. At the end of next month some
